Patrick-McGinnis

Patrick J. McGinnis, MD, MS, MBA, Chairman

Dr. McGinnis has had a career at the intersection of medicine & technology, but always with a focus on the mission at hand.  He has broad medical experience across the public sector, private sector, and academia.

He began his career as a flight surgeon for NASA and the US Air Force Reserve, and then embarked into the emerging discipline of Healthcare IT.  He has held physician executive and leadership positions with Cerner, Memorial Hermann, 2nd.MD and Humana Military.   In 2013, he became one of the first physicians in the US to become Board Certified in the new subspecialty of Clinical Informatics.

Along with these roles, he has been active with Houston Angel Network and an Advisor to the Houston Health Ventures.  He is also an Adjunct Professor at the UTHealth School of Biomedical Informatics, one of the premier institutions of the Texas Medical Center.   He currently serves on the Friendswood Downtown Economic Development Corporation and the Galveston County United Board of Health.

Dr. McGinnis’ entry into the political arena began in 2002.  Then he served as a Congressional Fellow in the US Senate with Senator Conrad Burns (R-Montana), gaining tremendous insight to public policy.  In 2008, he attended his first precinct convention, and subsequently has been a steady presence within the Galveston County Republican Party activities.  He has attended every Senate District and RPT State Convention since then.  In 2012, he was an alternate delegate to the Republican National Convention. He was elected and served two terms on the City Council of Friendswood TX.  He served as the Program Chair, and then President of the Galveston County Republican Network.  He was elected to be the Chairman of the Galveston County Republican Party in 2020.

Roxann Lewis grew up in the Clear Lake area, and along with her spouse Kevin have raised their family in this area.  Roxann became active in politics after a challenge by a liberal college professor at the University of Texas.  She began block walking and phone banking in Harris County in the 80’s, and after moving to League City in 2004; she began service in Galveston County. Some of the roles she has play include:

  • Board of Clear Creek Republican Women since 2008 and is serving out her second year as Club President in 2022. 
  • She has served on the board of the Republican Network
  • Served as Executive Director of the Galveston County Republican Party
  • Precinct chair in the past and is currently serving her second term as precinct chair
  • Election Judge for the past 5 years
  • Worked on the Resolution Ballot Board for numerous elections
  • Has worked as a poll watcher for several campaigns
  • Volunteer Coordinator for the Texas Federation of Republican Women’s convention
  • Sargent at Arms for the Texas Federation of Republican Women’s convention

Upon retirement in 2012, became active in the local Republican Party:

  • 2020 Delegate to Galveston County, Texas State Conventions, and National Republican Conventions. Elected Treasurer of the Galveston County Republican Party,
  • 2019 Became President of the Mid-County Republican Networking Group. Participated in Meet & Greets and other rallies for local candidates.  A co-Chair for the National Federation of Pachyderm Clubs, National Convention.  Received the “Outstanding Contributions” award from the Galveston County Republican Party.
  • 2018 Delegate to Galveston County and Texas State Conventions.  Elected Precinct Chair for Precinct 150.
  • During 2018 election, Participated in Block walks, Meet & Greets and other rallies for local candidates.  
  • 2017 became active in the Convention of States Project.  Past Region Captain for Senate Districts 4, 11 and 15.  Testified before the State House Committee April and went to be one of the 280 COS people in the House Gallery, when Texas became the eleventh states to pass a Convention of States Resolution.
  • During 2016 election, Participated in Block walks, Meet & Greets and other rallies for local candidates.  Worked at a polling place during early voting.  Participated with the Mighty Texas Strike Force block walking in Colorado for the week before the national election.
  • During 2016 Primary, Participated in Block walks, Meet & Greets and other rallies. Delegate to Galveston County and Texas State Conventions.

Dr. Yolanda Waters, Chairman

Dr. Yolanda Waters is Prolife, supports the 2nd Amendment, and lives by the values of faith, family, and freedom. She also believes in fiscal responsibility and less government. She has spent the last 20 years serving the Republican party by managing campaigns, block walking, and raising money for other candidates whose ideology aligned with her own. Please support growth and progress in the Galveston County Republican Party by voting for Yolanda Waters for Galveston County Republican Party Chair.

Yolanda began her involvement in politics as a student at the University of Houston. She served on the Re-election Committee for Sheriff Ron Hickman of Harris County and chaired his functions. She is former member of the Kingwood Area Republican Women and past President of the Lake Houston Women’s Association for three years, presiding over a 350-member organization, while holding a job and working as a volunteer at Kingwood Psychiatric Hospital.
She earned a Bachelor of Science with a double major in Criminal Justice and Law, graduating Summa Cum Laude with a 4.0. She maintained a 4.0 GPA while earning a Master’s degree and Ph.D. in Forensic Psychology.

She is a past board member of Family Service Center of Galveston and is an annual Galveston Rodeo sponsor, Salvation Army of Galveston sponsor, and a Bayou Vista Police and Fire supporter. Yolanda is the Chief Executive Officer of the company she and Alan started 25 years ago in Harris County. She and Alan made their homestead in Galveston approximately six years ago, though they have owned weekend homes in Galveston County as far back as the early 90s.

In the last four years, Yolanda completed her dissertation in Forensic Psychology while working at her job and served on the Board of the Galveston Republican Women as Vice President of Programs, Fundraising Chair, and as President for 2 years. She was honored by the GRW with the Distinguished Woman of the Year award in 2017. She also received an award for Outstanding Service as a Volunteer by Faith Community Church for founding and directing the Bayou Vista Hurricane Harvey Disaster Relief Center. Most recently, she was called by the Sheriff’s Dept. to debrief officers involved in the Santa Fe School Shooting. She continues to counsel first responders. She is also a member of the Galveston County Critical Incident Stress Management Team.

Dr. Waters has most recently been appointed by Governor Greg Abbott to the Advisory Committee of the Texas Board of Criminal Justice on Offenders with medical or mental impairments.

HScott-Apley

H Scott Apley, Vice Chairman

Scott is originally from Katy Texas where he graduated from Mayde Creek High School.  After graduation, he went on to study History and Secondary Education at Sam Houston State University.  Scott moved to Galveston County in 2010 and he and his wife Melissa currently reside in Dickinson.  He has worked for Ryder Truck Rental as a Logistics Manager in the Houston market for the past 7 years.  In addition to serving at the party’s Vice Chairman, Scott is the current Senate District 11 Chairman for Galveston County.  In the past Scott has served as an Executive Board member for the Texas Young Republican Federation as well as it’s Southeast Texas Regional Direction.  In 2015, Scott was a delegate to the National Young Republican Federation Convention in Chicago, IL. Scott has been a delegate to the past 3 RPT State Conventions. In both 2016 and 2014, Scott was appointed to the RPT State Convention’s Platform Committee as the Representative for Senate District 11.  He has worked on several local, state and national campaigns including Mitt Romney, Alan West and Greg Abbott as well as local Republicans like Michelle Slaughter and Mayes Middleton.  Scott is currently a candidate for Dickinson City Council for the upcoming May 4th Election.  Scott is ready for 2020 and to make sure that we re-elect President Donald Trump and score Republican victories up and down the ballot.

Alicia has been active in Republican Politics as long as she can remember. She has campaigned for many successful local, county, and state candidates. She has been a Precinct Chair for seven years in League City and has served as Election Judge for the last 20 years. She worked for two years in county elections and is currently serving as Elections Director in Central Count. Alicia attended the Texas State Convention as a delegate in 2014, 2016, and 2018, and is currently serving as Galveston County Republican Party Secretary.
